The Reviving Lumëbardhi – Kotradiq Dam Removal Initiative was initiated following a formal request by the Municipality of Deçan to further investigate the condition and impacts of the Kotradiq dam. Although the dam has been used for irrigation, it is in poor structural condition and has been repeatedly damaged by flood events, raising serious safety, ecological, and management concerns.

Implemented by Ecopana, the project focused on generating a comprehensive, evidence-based assessment to support informed decision-making. Key studies included community questionnaires with local residents, an ecological assessment of the river segment, a hydrological report, and a dedicated dam safety and structural condition assessment. Together, these studies provided a clear picture of environmental degradation and the risks associated with maintaining the existing structure.

In parallel, Ecopana facilitated multiple meetings and consultations with key stakeholders, including the municipality, local communities, water users, and technical experts. This inclusive process ensured transparency, addressed concerns related to irrigation and public safety, and built trust among all involved parties.

The project resulted in a robust technical documentation package, strong municipal engagement, and clearly defined options for future action, including dam removal and nature-based river restoration measures. It represents a critical step toward restoring the ecological integrity of Lumëbardhi of Deçan while balancing environmental, safety, and community needs.
